Action Plan on Sustainable and Climate-Resilient Development of the Mekong Delta

The Prime Minister signed Decision No. 417/QD-TTg on April 13, 2019 promulgating the overall action program to implement Resolution No. 120/NQ-CP of the Government on Sustainable and Climate-Resilient Development of the Mekong Delta The action plan defines six key groups of solutions to realise the resolution, focusing on (1) reviewing and completing current policies and mechanisms; (2) updating and systemising data; (3) building territorial planning; (4) developing an economic structure adaptive to climate change (5) investing and upgrading infrastructure; and (6) mobilising available resources.

Reviewing, improving and supplementing the system of mechanisms and policies

Reviewing and improving the system of mechanisms and policies to overcome the overlap and lack of coordination in the state management, leading to a reduction in the overall strength of the region. Focusing on interdisciplinary and inter-regional mechanisms and policies on Sustainable and Climate-Resilient Development of the Mekong Delta in the shorter and after 2020

a) Developing a mechanism to coordinate, monitor and evaluate the progress and effectiveness of the overall Action Plan to implement Resolution No. 120/NQ-CP

b) Reviewing and evaluating the regional coordination mechanism under Decision No. 593/QD-TTg dated April 6, 2016 of the Prime Minister promulgating the Regulation on promulgation of the Regulation on pilot coordination for regional socio-economic development in the Mekong Delta during 2016-2020 period to submit to the Prime Minister solutions to perfect the coordination and development mechanism in the Mekong River delta, including the establishment of a Regional Coordination Council.

c) Reviewing and developing new mechanisms and policies to develop and attract enterprises to invest in modern agriculture and rural areas; Developing a coordination mechanism between the Mekong River delta and the Southeastern provinces and Ho Chi Minh City in order to ensure the linkage among localities in the region and with other regions; developing mechanisms and policies on industrial and commercial development to support the agricultural economy and the processing of agricultural products; supporting trade promotion to bring goods of the Mekong Delta region into international distribution chains.

d) Reviewing and amending land policies, facilitating the production of large-scale, competitive and highly effective agricultural goods production.

e) Reviewing and completing mechanisms and policies to support the application and transfer of science and technology, especially high technology in agricultural production.

f) Reviewing and improving mechanisms and policies to develop urban areas and rural residential areas in accordance with natural ecological characteristics, specific conditions of each region and ecological sub-region to adapt to climate change and sea level rise

g) Reviewing and completing preferential policies for socio-economic development for ethnic minority areas, especially Kh'Mer people and training and fostering ethnic minority people in the delta Mekong River

Updating, systematizing data and interdisciplinary data, strengthening basic surveys

a) Reviewing, updating and building a system of specialized and interdisciplinary databases on the Mekong Delta to serve the adaptation to climate change, connect with the database of the Mekong River Commission international; building an inter-regional data integration center in the Mekong River delta.

b) Promoting basic investigation of natural resources and environment to support forecasting, prevention of natural disasters, landslides and subsidence in the Mekong Delta.

c) Upgrading and modernizing the system of monitoring, monitoring, warning and forecasting on natural resources and environment

d) Updating, improving and publishing periodic scenarios of climate change and sea level rise for Vietnam until 2100 and details for the Mekong Delta region; Building documentation to use the scenarios.

Planning and organizing territorial space

a) Reviewing sector and local development planning of the Mekong River delta region to ensure the synchronous linkage between plannings on the territory.

b) Developing and organizing the implementation of the Master Plan for Sustainable and Climate-Resilient Development of the Mekong Delta by 2030, with a vision to 2050 on the basis of integrating sector and local development plans approved in accordance with the law on planning.

c) Reviewing and adjusting the planning of technical, specialized and provincial planning in the period of 2021 - 2030 to ensure compliance with the Master Plan for Sustainable and Climate-Resilient Development of the Mekong Delta in accordance with with relevant laws on planning and specialized laws.

Building a reasonable economic structure to adapt to climate change

Specific tasks include:

a) Building the structure of agricultural production according to three fisheries - fruit trees – rice pillars, associated with ecological sub-regions.

b) Developing green industry, low emissions, no harm to natural ecosystems, focusing on developing renewable energy associated with forest development and coastal protection in the region.

c) Developing services - tourism into a strong economic sector based on effectively exploiting the potentials and advantages of natural characteristics, ecology, cultural characteristics and people in the Mekong Delta.

Infrastructure investment and development

Specific tasks include:

a) Protecting, consolidating and upgrading coastal lines, sea dike systems, combined with irrigation systems, embankment systems to prevent coastal erosion; focusing on investment in immediately handling river and coastal sections of landslides and severe erosion. Investing in embankments to create mangrove forests; developing mangrove forests in service of protection of sea dikes and river dikes, and ecological ecological development in association with forests.

b) Developing the system of urban centers and rural population spots suitable to the characteristics of natural ecosystems, specific conditions of each region and each sub-ecological region.

c) Upgrading and modernizing the irrigation system in service of natural disaster prevention and livelihoods development to serve the transformation, development and restructuring of sustainable agriculture in ecological sub-regions, in which step up the form of public - private partners.

d) Ensuring safe housing under flood, drought, storm, flood, thunderstorm, storm, sea level rise conditions. In the immediate future, investing in and building residential clusters and lines and houses in flooded areas; piloting construction of models of houses and works to prevent cyclones and storms.

đ) Investing in complete transport infrastructure system, prioritizing traffic works in areas with high risk of flooding; works for connection and transfer to promote multimodal transport in the Mekong River delta provinces; investment, construction and synchronous development of information and communication infrastructure, power supply, water supply, drainage and health networks.

e) Investing in water supply, drainage and wastewater treatment systems, solid waste treatment areas; promoting activities of recycling, reusing and producing energy from waste for the Mekong Delta region for the sustainable development.

g) Implementing and summarizing the experience of projects on sustainable development of sub-regions in the Mekong Delta region.

Developing and mobilizing resources

a) Dissemination and awareness raising: implementing communication activities to increase awareness from leaders at all levels to businesses and people about opportunities of transformation models for Sustainable and Climate-Resilient Development of the Mekong Delta to implement Resolution No. 120/NQ-CP.

b) Human resource training and development: developing and implementing projects on job change and job creation for agricultural and rural laborers in the direction of specialization and professionalization; providing market information, supporting the participation of businesses; vocational training, human resource development, especially high quality human resources; renewal of training work; developing human resources for collective and cooperative economy.

c) Science and technology development and application: effectively deploying key scientific and technological programs and tasks; prioritizing the allocation of key scientific and technological resources, ensuring efficiency and substance. Steping up research on environmental protection, disaster prevention and mitigation issues, negative impacts caused by climate change; deploying key and urgent tasks in service of production and disaster prevention and response to climate change; researching, creating and developing potential varieties, advantages and potentials of the region; researching to create a new source of alternative materials to serve leveling and construction to limit the removal of sand from the riverbed; researching, developing and implementing a science and technology program to respond to climate change for sustainable development of the Mekong Delta.

d) Mobilizing and managing financial resources: promoting activities of mobilizing financial resources for sustainable development and climate change adaptation in the Mekong Delta; increasing the efficiency of capital use and accelerate disbursement, ensure efficient use of medium-term public capital investment.

e) Enhancing international cooperation: strengthening coordination of bilateral, multilateral and cooperation activities with the upper Mekong countries; international cooperation in scientific research, application and technology transfer; establishing new cooperation frameworks.
