On July 31, 2025, the Standing Committee of the Party Committee of the Ministry of Agriculture and Environment issued Resolution 14-NQ/ĐU, identifying science and technology (S&T), innovation, and digital transformation (DX) as key drivers for fast and sustainable sectoral development. This move concretizes the spirit of Politburo Resolution 57-NQ/TW, aiming to realize a green, circular, and climate-resilient agriculture model.
The resolution sets a target that by 2030, the sector’s S&T and DX capacity will reach an advanced level in multiple fields such as crop production, animal husbandry, fisheries, and the environment. Total Factor Productivity (TFP) is to contribute over 50% of sectoral growth; the number of S&T researchers will exceed 12 per 10,000 people; international publications will grow 10% annually; patents and protections will increase 20% annually; and 8–10% of scientific products will be commercialized.
Seven key tasks are outlined: enhancing leadership awareness and responsibility; improving institutions, policies, and administrative reforms; renewing research processes and prioritizing technologies; restructuring research units; mobilizing resources (with at least 3% of regular budget allocated to S&T and DX); investing in digital infrastructure and smart management platforms; and boosting international cooperation and human resource development.
The Standing Committee requires affiliated Party organizations to thoroughly grasp the resolution’s content, assign clear leadership roles, and ensure rigorous implementation. Specialized units such as the Department of S&T, the Digital Transformation Department, the Personnel Department, and the Planning–Finance Department will lead the concrete solutions to ensure synchronized and effective execution, creating a real breakthrough for the sector.
