On September 8, in Hanoi, the Vietnam Administration of Seas and Islands (Ministry of Agriculture and Environment) coordinated with the National Ocean Policy Secretariat (Cabinet Office of Japan) to organize the Vietnam - Japan Marine Economic Policy Dialogue 2025.

The dialogue is a follow-up event to the successful 2024 meeting in Tokyo, aiming to continue affirming the effectiveness, depth and cohesion in cooperation between the two sides. In particular, the Memorandum of Understanding on cooperation in the field of marine and ocean policy signed in 2018 has become a solid foundation, contributing to the further development of the Vietnam - Japan extensive strategic partnership.

Mr. Nguyen Duc Toan, Director of the Vietnam Administration of Seas and Islands, Mr. Toan emphasized that the dialogue is an important opportunity for the two sides to share views, policies and experiences in marine management, with the main content revolving around the exploitation and sustainable use of resources, protection of the marine environment and cooperation in new areas such as offshore wind power development.

On the Japanese side, Mr. Funamoto Hiroshi, Secretary General of the Ocean Policy Secretariat, said that both Japan and Vietnam attach importance to maximizing the potential of the ocean to lay the foundation for the existence and development of economic society, while ensuring that the ocean is passed on to future generations in a sustainable manner. With this awareness, the Japanese Government has been promoting a comprehensive and planned ocean policy, cooperating with relevant ministries and sectors to proactively mobilize resources from the private sector.

At the meeting, delegates exchanged and discussed many contents such as: updating legal policies related to sea management and marine economy of each country; Vietnam's national marine spatial for planning the period 2021-2030, vision 2045; orientation for the development of the marine economy, green transformation in maritime; experience in wind power development of Japan and Vietnam; and agreed on the direction of cooperation until 2030 and the content of the discussion at the next annual meeting.

In the Vietnam - Japan Marine Policy Dialogue Program 2025, on September 9, the Vietnam Administration of Seas and Islands (Ministry of Agriculture and Environment) organized a field trip for the working delegation of the National Ocean Policy Secretariat (Cabinet Office of Japan) at Lach Huyen port area, Cat Hai special zone, Hai Phong.

The practical program aims to survey and learn about green port initiatives that Vietnam is implementing. This activity is expected to contribute to promoting substantive cooperation, creating a foundation for future joint projects.

The delegation surveyed Hateco Hai Phong International Container Port with a total area of ​​73 hectares, a 900 m long wharf, and a depth in front of the wharf from -16.8 m to -18.4 m.

According to Hateco Hai Phong International Container Port Company Limited, the port is capable of receiving 2 large container ships up to 200,000 DWT (≥ 18,000 TEU) at the same time, with a maximum ship length of 400 m. With berths 5 and 6 invested with the most modern technology today, Hateco Hai Phong International Container Port will be the first smart port in Vietnam with automatic entrance and exit gates, semi-automatic wharfs, capable of receiving the world's largest ships and sailing directly from the farthest places such as the west coast and east coast of the United States.

In terms of technology, the port is equipped with 10 STS shore cranes, 36 electric e-RTG cranes, and 1,350 refrigerated container sockets, ensuring loading and unloading speed and efficiency, while saving energy and being environmentally friendly. The port also applies a smart operating system: TOS software synchronizes all operations; the operations center (OC) monitors real-time; integrates QR recognition technology, OCR and smart security warnings.
