Vietnam is developing a master plan to transform the Hai Phong–Quang Ninh region into a world-class maritime economic centre, integrating trade, tourism, logistics, and environmental sustainability by 2030.
The Master Plan is being formulated based on the Politburo's Resolution No. 30-NQ/TW regarding socio-economic development and national defense and security assurance in the Red River Delta region until 2030, with a vision to 2045. In the drafting process, the Administration has relied on existing data, supplemented by practical information on maritime economic development in the Hai Phong – Quang Ninh area, and referenced international experiences from countries such as Germany, South Korea, Singapore, Malaysia, and Indonesia.
The objective of the Master Plan is to develop the Hai Phong - Quang Ninh region into Southeast Asia’s leading maritime economic center by 2030. This encompasses economic zones, free trade areas, smart urban areas, and climate change adaptation; a center for research and innovation in the maritime economy. Concurrently, the Plan seeks to leverage natural advantages, geographical location, and ecosystem diversity to form a modern maritime economic hub. Specifically, Quang Ninh is oriented to become an international marine tourism center, while Hai Phong will develop into a modern logistics center, connecting the region and the world.
The 2030 goal is to establish the Hai Phong - Quang Ninh area as a top maritime economic hub in Southeast Asia, featuring economic zones, free trade areas, smart cities adapted to climate change, and a center for marine economy research and innovation. This development must also include the conservation of natural and cultural heritage, integrating economic growth with national defense and security assurance.
The Master Plan also defines eight priority task groups, focusing on developing key marine economic sectors such as tourism, shipping, aquaculture and fisheries, coastal industry, and renewable energy. Other focus areas include environmental protection, infrastructure development, socio-cultural development, and ensuring national defense and security. The establishment of the Hai Phong - Quang Ninh Maritime Economic Center aims not only to create regional development momentum but also to contribute to Vietnam's goal of becoming a powerful nation rich from the sea, achieving harmonious development between the economy, society, environment, and defense-security.
