On November 17, 2025, in Ho Chi Minh City, the Ministry of Industry and Trade, in collaboration with the United Nations Development Programme (UNDP), organized a training and communication program on investment procedures and project application guidelines under the Just Energy Transition Partnership (JETP).
The program aims to support government agencies, units, and enterprises in accessing the information necessary for preparing and implementing projects within the JETP framework. It provides updates on the implementation context, project dossier requirements, legal regulations, as well as relevant financial support channels and mechanisms.

According to Trinh Quoc Vu, Deputy Director General of the Electricity and Renewable Energy Authority, organizing training courses is essential to help regulators, investors, and businesses obtain sufficient information and “understand correctly and act correctly” in meeting JETP requirements. The program also provides detailed guidance on the process for selecting, preparing, and submitting JETP project proposals; introduces the online submission platform; and clarifies the responsibilities of local authorities in certifying, supporting, and accompanying investors throughout project development.
The training focused on several key topics, including: an overview of Viet Nam’s JETP Political Declaration and Resource Mobilization Plan (RMP); the process and criteria for selecting JETP projects; financial support sources from the IPG and GFANZ and domestic green finance mechanisms; a review of legal, planning, and policy issues related to power development under JETP; and the legal framework governing electricity investment projects, including investor selection through bidding, requirements in bidding documents, electricity pricing regulations, power purchase agreements (PPA), and licensing procedures for electricity activities.
The training series will continue in Can Tho and Hai Phong to support local authorities and enterprises nationwide in updating JETP implementation requirements, project dossier guidelines, legal regulations, and related financial support mechanisms.
To date, Viet Nam has identified 44 projects eligible under the JETP framework, requiring more than USD 10 billion in mobilized capital.
