Lao Cai province has just issued Decision No. 781/QD-UBND on Approving the planning zone for high-yield, high-quality rice cultivation in Lao Cai province for the 2026-2030 period.

Accordingly, the total area of the high-yield, high-quality rice planning zone in Lao Cai province is 3,307 hectares, distributed across 46 communes and wards throughout the locality. This is a crucial step towards restructuring the agricultural sector, aiming at large-scale commodity production, applying modern technology and enhancing the added value of rice products.

The Lao Cai Provincial Department of Agriculture and Environment is assigned to preside over and coordinate with relevant agencies to organize the implementation of the plan. Concurrently, the Department is responsible for monitoring, inspecting, conducting periodic evaluations, and reporting the results to the Provincial People's Committee annually. Based on practical realities, the Department will review and advise on adjustments and supplements to the plan to ensure it aligns with the production conditions and development needs of the localities.

Besides, resource mobilization is also prioritized, including proposing investment policies, supporting infrastructure development, and promoting the application of advanced science, technology and engineering in rice production.

At the grassroots level, the People's Committees of communes and wards are responsible for delineating the boundaries of the planning zones in the field and strictly managing the approved land areas. The conversion of crop and livestock structures on rice land within the planning zone is strictly prohibited under current regulations. Localities also need to proactively review and propose adjustments as needed, in accordance with land-use planning and actual production conditions.

Furthermore, local authorities will step up communication, publicize planning information to residents, encourage the use of high-quality rice varieties, intensify farming, and apply technological advances to improve land productivity and quality. Attracting investment and supporting agricultural infrastructure development are also considered key to ensuring the plan's long-term effectiveness.

This plan is expected to contribute to increasing people's incomes, ensuring food security and promoting sustainable agricultural development in Lao Cai province in the coming time.
