World Bank backs Tuyen Quang’s climate-resilient transport upgrade

While working in Tuyen Quang Province, the World Bank (WB) has proposed financing the Efficient and Climate-Resilient Provincial Transport Upgrade Project (REPTIP) for the locality.

A World Bank delegation, led by Mr. Sean Michaels, Senior Transport Specialist and Country Task Team Leader for Viet Nam, Cambodia, and Lao PDR, visited and worked with Tuyen Quang Province on April 23.

At the meeting, the WB proposed funding the Efficient and Climate-Resilient Provincial Transport Upgrade Project (REPTIP). The project will be financed by the World Bank, with the Tuyen Quang Provincial People’s Committee as the governing authority and the Provincial Foreign-funded Projects Coordination Board as the project owner.

Speaking at the meeting, Mr. Hoang Gia Long, Vice Chairman of the Tuyen Quang Provincial People’s Committee, noted that Tuyen Quang is a mountainous province in northern Viet Nam with complex terrain, where more than 70% of the area is covered by hills and mountains. Its transport and irrigation infrastructure remains limited and highly vulnerable to natural disasters and climate change.

In this context, investing in climate-resilient transport infrastructure has been identified as a long-term strategic priority for the province.

However, local resources remain limited while investment demand is substantial. Therefore, Tuyen Quang considers strengthening cooperation with development partners, including the WB, as a key solution to improving the efficiency and sustainability of investment projects.

According to provincial leaders, WB ODA funding is not only financially significant but also helps the locality access advanced technologies and modern management practices, thereby improving investment efficiency.

The project is expected to be implemented during the 2027-2033 period, aiming to enhance transport connectivity, strengthen climate resilience, and contribute to sustainable socio-economic development in the province. Total investment is estimated at VND 5,144.1 billion, of which WB loans account for approximately 77%, with the remainder coming from local counterpart funding.

The project proposes four main road corridors with a total length of about 167.3 km, including provincial roads DT.186, DT.185, the Tuyen Quang urban ring road, and DT.177. These are key transport routes with inter- and intra-provincial connectivity roles, already identified in the province’s development planning.

During the working session, delegates discussed WB policy mechanisms and incentives, implementation timelines, project requirements, and future cooperation directions. Both sides also reviewed potential project portfolios aligned with the province’s development priorities and WB’s support strategy.

Tuyen Quang Province reaffirmed its commitment to close coordination with central ministries and the World Bank to complete procedures and ensure all necessary conditions are met for the project to be implemented on schedule, with high quality and effectiveness.
