Thanh Hoa province invests $33M in climate resilience

Thanh Hoa province has just approved an investment policy for a water infrastructure project worth nearly 795 billion VND to enhance climate change resilience.

In the context of increasingly complex climate change directly impacting agricultural production and people's lives, the Thanh Hoa Provincial People's Committee has decided on the investment policy for the "Inclusive and Climate-Resilient Water Infrastructure for Rural Smallholders in Thanh Hoa Province" project, using loans from the International Fund for Agricultural Development (IFAD) and non-refundable aid from the Adaptation Fund (AF).

The project has a total investment of over 794.5 billion VND (33.13 million USD) and will be implemented in the 2026-2029 period in the communes of Tong Son, Hoat Giang, Ha Trung, Linh Toai, Ha Long, Hoang Tien, Hoang Thanh, Hoang Hoa, and Hoang Chau. Of this, the IFAD loan accounts for over 451 billion VND, non-refundable aid from the AF is nearly 110 billion VND and counterpart capital from the provincial budget is over 233 billion VND.

The overall goal of the project is to improve climate change adaptation capacity, enhance social inclusion, and ensure water security for rural communities. Thereby, it contributes to promoting sustainable socio-economic development and improving the livelihoods of smallholder households who are currently suffering from multiple impacts of natural disasters, droughts, inundation and extreme weather fluctuations.

The highlight of the project is the investment component for irrigation infrastructure development and water resource control with 12 large-scale sub-projects. Dozens of kilometers of irrigation canals, pumping station systems, dikes, and sluices under dikes, as well as disaster prevention works, will be renovated and upgraded in a coordinated manner. Once completed, many works will ensure irrigation and drainage for thousands of hectares of agricultural land, while strengthening flood prevention capacity and protecting production and people's lives in areas frequently affected by extreme weather.

Not only focusing on infrastructure, the project also allocates resources for integrated water resources management, climate-resilient smart agriculture development, and support for building sustainable livelihood models for the people. This is a comprehensive, people-centered approach aimed at enhancing long-term resilience against climate risks.

The project's implementation not only contributes to modernizing the province's irrigation system but also demonstrates Thanh Hoa province's determination in mobilizing international resources to respond to climate change, ensure water security and lay the foundation for sustainable, green agricultural development in the future.
