Ground broken for Japanese - Bac Lieu Wind Power Plant

The Japan - Bac Lieu Wind Power Plant, with a capacity of 50 MW and an investment of nearly USD 95 million, is scheduled for completion by the end of 2027.

On June 20, at the site designated for the Operations Center and Substation in Truong Dien Hamlet, Dong Hai Commune, Ca Mau Province, project developer Japan - Bac Lieu Energy Joint Stock Company, together with investors T-TECH Viet Nam Technology Group and U&I Advisory Service JSC of Japan, held the groundbreaking ceremony for the Japan - Bac Lieu Wind Power Plant. The event marked the official start of construction for one of the largest renewable energy projects in Viet Nam’s southernmost region.

The project marks a strategic shift by T-TECH into the renewable energy sector, expanding its green ecosystem from waste treatment to clean power generation.

In her opening remarks at the groundbreaking ceremony, Ms. Tran Thi Bich Phuong, representing the project developer, emphasized the rationale for choosing Ca Mau: a coastal province surrounded on three sides by the sea, with onshore wind speeds averaging 6.3-7 m/s year-round, and a total wind power potential estimated at over 12,000 MW. “This is not a random opportunity but the result of long-term observation, research, and close engagement with the locality,” she said.

Huynh Chi Nguyen, Vice Chairman of the Ca Mau Provincial People’s Committee, acknowledged and commended the determination of Japan - Bac Lieu Energy Joint Stock Company throughout the investment preparation process. He emphasized that renewable energy is identified by the province as a sector with significant potential and development space, aligning with Vietnam’s orientation toward green energy transition and sustainable growth.

The provincial leadership outlined four key requirements: the investor must mobilize maximum financial and human resources and ensure construction in accordance with approved planning and design; relevant departments and agencies must continue to support and promptly resolve administrative procedures within their authority; contractors must strictly comply with occupational safety and environmental protection regulations; and local residents are encouraged to continue their consensus and support for project implementation.

Mr. Nguyen reaffirmed the province’s consistent principle of “government accompanying enterprises,” committing to create the most favorable conditions within the legal framework for investors to implement the project effectively.

Mr. Nguyen Dinh Trong, General Director of Japan - Bac Lieu Energy Joint Stock Company and Chairman of the Board of T-TECH Vietnam Technology Group, who has long been closely associated with Ca Mau, affirmed that waste treatment and wind power, though seemingly different fields, are connected by a common thread: commitment to the environment and responsibility to the community. He noted that when the first wind turbines begin operating off the coast of Dong Hai, local people will not only see an energy project, but also witness transformation - a remote southern land rising and changing its future.

The Japan - Bac Lieu Wind Power Plant project is expected, once operational, to supply clean electricity to the national grid, contributing to the concretization of green energy transition goals of Ca Mau Province and the entire Mekong Delta region.
