Quang Ninh pilots circular waste management

Quang Ninh is piloting source separation of household solid waste, combined with recycling and co-processing in cement kilns, as part of efforts to reduce waste sent to landfills.

The Quang Ninh Department of Agriculture and Environment, in coordination with the United Nations Development Programme (UNDP) in Viet Nam, experts, and the People’s Committees of Hiep Hoa, Uong Bi and Yen Tu wards, recently held a conference to raise public awareness of the project “Promoting a circular economy in integrated household solid waste management through a pilot co-processing model in cement kilns in Quang Ninh Province”.

The project was approved by the Quang Ninh Provincial People’s Committee under Decision No. 2057/QD-UBND dated June 11, 2026. It will run from June 2026 to June 2029 and is being implemented by UNDP Viet Nam with support from the Government of Norway and in coordination with Quang Ninh Province.

The project aims to promote a circular economy in household solid waste management by strengthening waste separation at source, separate collection, recycling and reuse. It will also study the co-processing of non-recyclable waste in cement kilns, while ensuring that all technical and environmental requirements are met.

According to experts, separating waste where it is generated is an important step in reducing the amount of waste that needs to be treated, while increasing recycling, reuse and resource recovery. It can also ease pressure on waste treatment facilities and gradually reduce the amount of waste sent to landfills.

Hiep Hoa, Uong Bi and Yen Tu wards have been selected as pilot sites. Local authorities and residents have expressed support for the project and contributed ideas on waste separation, collection and treatment methods that are suited to local conditions.

The pilot is expected to establish a circular approach to waste management, gradually reduce landfill use, improve resource recovery from waste, and contribute to Quang Ninh’s goals of green growth and environmental protection.
