Quang Ninh, Japan partner to develop green economy

Quang Ninh city and Japan boost strategic cooperation in agriculture, aquaculture, and environment, aiming for sustainable green economic development.

After decades of construction and development, the cooperative relationship between Quang Ninh city (Viet Nam) and Japanese partners has entered a promising new phase. No longer limited to traditional technical infrastructure projects, the two sides are actively shifting toward a partnership model of co-creating green value, focusing on core areas such as high-tech agriculture, environmental protection, and sustainable aquaculture development.

The shift in cooperation orientation is clearly demonstrated through the official development assistance programs from the Japan International Cooperation Agency (JICA) for the locality. Instead of merely upgrading physical infrastructure, environmental cooperation projects in the Ha Long Bay area have focused on enhancing the governance capacity of officials and residential communities.

Thanks to Japan's support, Quang Ninh has successfully implemented many models for collecting and sorting marine waste, while also operating garbage collection vessels running on biofuels. This is considered an important fulcrum helping Quang Ninh gradually shape its natural heritage management methods tied to circular economic development and green growth.

Besides the environmental sector, Quang Ninh's vast maritime space and diverse ecological potential also attract Japanese investors in the agriculture and aquaculture industries. The locality is currently proactively strengthening ties with Hokkaido prefecture - a partner with many similarities in the marine economy.

Through local-level cooperation agreements, Quang Ninh is accessing and gradually applying modern marine farming technology, deep processing techniques, and advanced agricultural and aquatic product preservation processes from Japan. Standardizing quality control and product traceability not only increases the value of local agricultural goods but also creates opportunities to bring Quang Ninh's aquatic products deeper into the global value chain.

In particular, cooperation between the two sides is making strong breakthroughs thanks to modern science and technology. The Quang Ninh Department of Agriculture and Environment has established a working relationship with the Japan Space Forum (JSF) to promote the application of satellite technology and remote sensing data in resource management.

Through this digital data platform, the local agricultural sector can proactively monitor marine resource fluctuations, closely supervise concentrated aquaculture areas, provide early warnings of water pollution risks, and manage coastal forest areas.

The alignment of sustainable development goals between Quang Ninh City and Japanese localities and organizations like Shiga, Hokkaido, and JSF has created a foundation for practical cooperation. Combining the locality's natural potential with Japan's modern technology and environmental protection philosophy promises positive transformation, helping make Quang Ninh one of the region's leading green economic hubs.
