Advancing climate-resilient infrastructure project

The project covers 12 communes and will directly and indirectly benefit about 750,000 people in the beneficiary area.

According to the Quang Tri Provincial People's Committee, the locality is negotiating with the Asian Development Bank (ADB) to implement the Sustainable and Climate-Resilient Infrastructure Development Project.

Accordingly, the project has an estimated total investment of about 2,960 billion VND, equivalent to 118.11 million USD. Of this, ADB loans account for about 76.43%, and counterpart funds make up about 23.57%. The project will be implemented in the 2027-2030 period, featuring: 53 km of inter-commune and inter-regional roads, bridges, and auxiliary works; 7.5 km of combined roads for flood avoidance; and about 27.1 km of riverbank erosion protection embankments.

The project's scope covers 12 communes: Nam Ba Don, Hoa Trach, Phu Trach, Truong Ninh, Tan My, Sen Ngu, Cua Tung, Vinh Hoang, Vinh Linh, Vinh Thuy, Vinh Dinh and Hieu Giang.

It is expected that the project will bring direct and indirect benefits to about 750,000 people in the beneficiary area. It will gradually help Quang Tri perfect its essential technical infrastructure system, promote socio-economic development, boost economic growth in coastal areas, create conditions for sustainable tourism development, and improve people's livelihoods and living standards. This is also a factor helping Quang Tri province meet development needs and enhance its competitiveness in the new period.

Reportedly, at a recent working session with the Quang Tri Provincial People's Committee, the ADB representative requested that Quang Tri province and the consulting unit study and review the Provincial Master Plan to ensure suitability and sustainability. On the other hand, the sub-projects are likely to use a large land area, so careful consideration and assessment are needed to minimize the number of affected households.

The ADB also suggested that Quang Tri province carefully consider the project implementation milestones to ensure feasibility and the set schedule.

Mr. Hoang Nam, Standing Vice Chairman of the Quang Tri Provincial People's Committee, expressed his hope for the ADB's support and coordination with relevant departments and sectors to accelerate the progress of the project's implementation steps. Quang Tri will absorb the discussed opinions to supplement and perfect the project.

Mr. Nam also requested departments and sectors to prepare thoroughly and quantify the economic results brought about by the project. They must clarify the project's suitability and necessity, and fully analyze and meet the four groups of requirements set forth by the ADB.
