Quang Ninh explores AI to improve fishing vessel monitoring, manage catch volumes and meet regulations on combating IUU.
To improve fisheries management and advance comprehensive digital transformation, the Quang Ninh Department of Agriculture and Environment is studying a solution entitled “Developing an AI-powered system to monitor fishing vessels, control port entry and exit activities, and support the management of seafood catch volumes in Quang Ninh Province.”

According to a representative of Viet Nam Maritime University, the solution aims to automate the identification and monitoring of fishing vessels at fishing ports and anchorage areas, strengthen control over vessels entering and leaving ports, and support accurate statistics and management of seafood landing volumes. The system will also standardize digital databases and provide a reliable information source to support consistent, coordinated state management of the fisheries sector.
At a recent conference on the proposed solution, delegates discussed the potential for connectivity and data sharing between the new AI system and existing fishing vessel management platforms. Several participants proposed integrating early warning functions to identify potential violations of fishing regulations and detect unusual patterns in fishing vessel movements. These features would not only improve monitoring effectiveness but also ease the workload of law enforcement forces at sea and at fishing ports.

Mr. Do Dinh Minh, Director of the Division of Seas, Islands, Fisheries and Fisheries Surveillance under the Department of Agriculture and Environment, emphasized that researching and adopting advanced technologies, particularly artificial intelligence (AI), is an inevitable trend in the modernization of the fisheries sector.
The system's development and refinement must prioritize effective state management and closely reflect local conditions. In particular, the solution must effectively meet requirements for fishing vessel management, catch volume control and seafood traceability, thereby contributing to the effective implementation of the European Commission’s (EC) recommendations on combating illegal, unreported and unregulated (IUU) fishing.
