At an expanded steering committee meeting on science and technology development, innovation, digital transformation, and the implementation of Project 06, Acting Minister of Agriculture and Environment Tran Duc Thang underscored three pillars for the ministry: scientific research, digital transformation and technology application, and administrative reform.
The meeting was attended by Deputy Ministers Phung Duc Tien and Tran Quy Kien, along with leaders of affiliated units.
Science and technology as the foundation
According to the report, the steering committee is tasked with assisting the minister in directing activities related to science and technology, innovation, digital transformation, and administrative reform, while also monitoring, evaluating, and reviewing progress.
“Every change in today’s national development must be based on science, technology, and innovation,” Acting Minister Thang stressed. He urged agencies to swiftly issue action plans, assign clear responsibilities, set deadlines, and designate accountable individuals to avoid delays.

Acting Minister also noted that the two-tier local government model, effective from July 1, 2025, is placing heavy pressure on commune-level authorities, particularly in land administration. The long-term solution, he said, lies in technology and digital transformation. A key task is to complete the national land database before 2025, with central budget support available for provinces facing financial constraints.
On scientific research, he emphasized aligning projects closely with real-world needs, producing tangible outcomes or laying the groundwork for future studies, and avoiding waste of public funds.

While the ministry has been recognized by the central government for its efforts in administrative reform, some procedures remain cumbersome. Acting Minister called for further streamlining, keeping only those procedures required under international standards, such as export certification for shipments to Europe and China.
“In short, the ministry must focus on three pillars: scientific research, digital transformation and technology application, and administrative reform. If we succeed, the country will see comprehensive change, and the ministry will continue to play a vital role in national development,” he affirmed.

Deputy Minister Phung Duc Tien highlighted the ministry’s strong scientific capacity, with more than 11,400 researchers, 90 institutes, and 33 training facilities.

In 2025, priority will be given to the land and fisheries databases to improve management efficiency. He also pointed to budget constraints and stressed the need for agencies to implement projects seriously and on schedule, under close supervision from central authorities.
