UNFCCC Publishes Vietnam’s National Adaptation Plan

Vietnam has recently submitted its Updated National Adaptation Plan for Climate Change for the 2021 - 2030 period, with a vision to 2050 to the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC).

Vietnam is one of 65 countries that have submitted this Plan. The Plan is now publicly available at: napcentral.org/submitted-NAPs.

The submission of the updated National Adaptation Plan for Climate Change for the 20212030 period, with a vision to 2050, demonstrates important progress by Viet Nam, not only in fulfilling its international obligations but also in strengthening resilience to increasingly severe climate fluctuations.

The updated NAP 2025 reflects Vietnam’s efforts to enhance climate resilience while also promoting international cooperation and mobilizing resources for adaptation solutions, thereby contributing to the implementation of Vietnam’s Nationally Determined Contribution (NDC).

In the introduction, the report provides an overview of the national context, legal framework, and methodology for developing the plan. The following sections describe in detail the impacts of climate change in Vietnam. Observational data shows that average temperatures have risen faster than the global average, rainfall has become irregular, and extreme weather events occur more frequently and unpredictably.

A key highlight of the report is the assessment of achievements and limitations in climate change adaptation. Vietnam has made significant progress in improving its policy system, expanding disaster response programs, strengthening international cooperation, and raising community awareness. However, shortcomings remain, such as the need to further update the legal framework to match the new context, limited financial resources, underdeveloped science and technology (especially in forecasting and early warning), and insufficient participation by communities and businesses.

The report also outlines the National Adaptation Plan for Climate Change for 2021  - 2030, with a vision to 2050 (updated), with the overall objective of reducing risks and losses caused by climate change while enhancing the resilience of natural, economic, and social systems. This objective is accompanied by the vision that adaptation to climate change will become an integral part of all national strategies and development plans.

The submission of the updated NAP to the United Nations is not merely a procedure but a demonstration of national responsibility, long-term vision, and aspiration for green and sustainable development. It also conveys the message that, in the global fight against climate change, Vietnam is not standing aside, but is ready to contribute and share resources and knowledge with the international community.
