The southern Vietnamese province of Hau Giang is implementing a climate-resilient green urban development project in Nga Bay City in collaboration with the French Development Agency (AFD).
The project has a total investment of over VND 1.2 trillion (approximately USD 48 million), including about VND 780 billion in loans from AFD, more than VND 40 billion in non-refundable ODA, and over VND 380 billion in counterpart funding from the local Government.
The project consists of four key components: Flood risk reduction, Improved wastewater management and environmental sanitation, Urban renovation and public space development, and Capacity building for relevant local authorities and agencies to ensure effective and sustainable project implementation, including the procurement of monitoring equipment, disaster risk warning and forecasting systems, and land management software.
Its objective is to support the Mekong Delta region’s urban development in line with the national urban system master plan approved by the Vietnamese Government, targeting 2025 with a vision toward 2050. Specifically, the project aims to transform Nga Bay into a climate-resilient green city aligned with its urban master plan through 2040.
The general view at the working session of the ADF delegation.During a meeting on April 1, Nguyen Van Hoa, Standing Vice Chairman of the Hau Giang People’s Committee, emphasized the goal of breaking ground before June 30. To meet this target, the province has expedited necessary administrative procedures and requested timely feedback from AFD regarding proposed bidding packages and technical input to ensure timely and effective implementation.
Audrey Guiral-Naepales, Head of AFD’s Urban Development Division in Paris, committed to promptly responding to Hau Giang’s proposals and reaffirmed AFD’s ongoing support throughout the project’s execution to achieve its stated goals.
According to the Provincial Civil and Industrial Construction Investment Project Management Board, the project has met the conditions for launching its construction packages. In April, tender invitations will be issued for several key works, including embankments in Cai Con, Soc Trang, Xeo Vong, and Ho Xang Thoi, green infrastructure along Pham Hung Road, and technical assistance packages. The construction phase is scheduled to begin in May.
This green urban development initiative is expected to strengthen Hau Giang’s resilience to climate change while promoting sustainable development and improving local living conditions.
