At the virtual summit on climate action held on April 23, Prime Minister Pham Minh Chinh, representing a leading country in implementing the Just Energy Transition Partnership (JETP), affirmed that Vietnam considers responding to climate change as a mandate of the eram a call to act immediately, decisively, and with the highest sense of responsibility.

Prime Minister Pham Minh Chinh emphasized that green transition is an inevitable trend, a strategic choice, a breakthrough driving force, and a top priority focusing on people-centered to foster rapid and sustainable development in the coming period. He emphasized Vietnam's unwavering stance of not sacrificing environmental protection for mere economic growth.

According to the Prime Minister, climate change is now a harsh reality that severely and extensively affects every nation and every citizen. However, global climate actions still fall far short of the goals set by the Paris Agreement, particularly in terms of climate finance and commitments to reduce greenhouse gas emissions. To effectively address these challenges, the Prime Minister stressed the need for new thinking and approaches that are global, comprehensive, people-centered, and inclusive. He also called for stronger determination, greater effort, more decisive action, breakthrough solutions, and more effective implementation.

He called on all countries to unite, cooperate, uphold multilateralism, ensure fairness and justice, and join hands with concrete, substantive, and feasible cooperation mechanisms to mobilize and unlock resources for climate response and sustainable development.

At the Summit, Prime Minister Pham Minh Chinh shared that Vietnam urgently and comprehensively implements climate actions with clear roadmaps and plans. The country continually works to improve its institutions, mechanisms, policies, and legal framework for a green transition. This includes the National Master Plan, the Overall Energy Master Plan, strategies and plans for developing key industries, and documents aimed at removing bottlenecks through innovative and breakthrough mechanisms in the energy sector. Vietnam is also implementing projects to support vulnerable regions and people affected by climate change.

Vietnam has achieved several initial positive results, emerging as a leading country in renewable energy supply within ASEAN. The Prime Minister emphasized that it has been recognized internationally for promoting sustainable green agriculture and is an active, responsible member of most major multilateral mechanisms and initiatives on green growth and energy transition.

Reaffirming Vietnam’s steadfast commitment to achieving carbon neutrality by 2050 and upholding the spirit of the "three readinesses" — "ready to participate, ready to accompany, and ready to lead," Prime Minister Pham Minh Chinh pledged that Vietnam will continue to be a good friend, a trusted partner, and an active, responsible member of the international community on the path toward green and sustainable development.

He also called on international partners to focus on providing Vietnam with financial resources, sharing high technology, training human resources, and enhancing institutions and green governance to effectively implement its commitments, thereby contributing to the realization of the goals of the Paris Agreement.
