Ireland supports Quang Tri in climate change adaptation

The 'Resilience First Programme', funded by the Government of Ireland, is helping vulnerable communities in Quang Tri Province strengthen their livelihoods and enhance resilience to climate-related risks.

The programme is implemented through the Embassy of Ireland in Viet Nam, in partnership with Plan International Viet Nam, CARE International in Viet Nam, and the Research Center for Initiative Development and Community Empowerment (RIC). Its activities focus on vulnerable groups, including ethnic minority communities, women, young people, and persons with disabilities.

The programme aims to improve resilience to extreme weather events such as floods and droughts while supporting sustainable livelihoods, enhancing living conditions, and strengthening local capacity to adapt to climate change across Quang Tri Province.

Through practical community-based models, the project has fostered positive changes at the grassroots level. Community-led behaviour change communication initiatives have helped raise awareness, encourage the adoption of climate-resilient livelihood practices, and strengthen women’s participation in economic decision-making.

The programme has also supported the construction and operation of essential infrastructure, including community-managed gravity-fed water supply systems. These systems provide more reliable access to clean water, particularly during the dry season, thereby enhancing communities’ resilience to climate impacts.

In the education sector, the programme promotes climate adaptation learning models through activities such as renewable energy use, waste sorting, composting, and environmental awareness campaigns. These initiatives equip students with knowledge and skills to respond to natural disasters while empowering them to become advocates for environmental action within their communities.

In addition, the project contributes to the development of green livelihoods by supporting environmentally friendly production models and strengthening business and financial management skills, particularly for women. These efforts help generate additional income and support sustainable development.

According to Ms. Nguyen Hong Phuong, Deputy Director of the Quang Tri Department of Agriculture and Environment, support from the people and Government of Ireland plays a significant role in helping the province achieve its development goals, particularly given the limitations of local resources.

“We deeply appreciate the continued support and partnership of the people and Government of Ireland in implementing development programmes in Quang Tri,” Ms. Nguyen Hong Phuong said.

The Resilience First Programme continues to place communities at the centre of its approach, encouraging local people to actively participate in designing and implementing solutions tailored to their specific needs and conditions.

In the coming years, the programme will continue to scale up and replicate successful models, further strengthening climate resilience and contributing to inclusive and sustainable development, ensuring that no one is left behind.
