Launching a campaign to review millions of land parcels

The nationwide campaign will run for 90 days, from September 1, 2025, to November 30, 2025, aiming to create a foundation for developing e-government and a tool for state management of land, promoting transparent and efficient governance at all levels.

The nationwide campaign will run for 90 days, from September 1, 2025, to November 30, 2025. It will be implemented at the central level by the two ministries and at the local level by provincial and city People's Committees, extending down to the commune, village, and residential group levels.

The campaign will involve reviewing and cleaning the entire land database, which has been compiled over various periods in 2,342 out of 3,321 commune-level units. It will also collect, digitize, and create data for land and housing certificates that have been issued but not yet entered into the database.

The effort will focus on ensuring the existing land database is "correct, complete, clean, and live." This includes developing technical guidance and professional processes for collecting, updating, and supplementing land database information. The campaign will review and classify existing land data, covering approximately 49.7 million land parcels.

A key task is to verify the information of land users and homeowners in the current database against the national population database. The campaign will also review, update, and supplement missing information for land parcels, including the ID card/citizen identification card numbers of land users and property owners.

This initiative aims to create a foundation for developing e-government and a tool for state management of land, promoting transparent and efficient governance at all levels. It is expected to improve the quality of public land services and reform administrative procedures for citizens and businesses in the digital environment. The national land database will be connected and synchronized with other national and sectoral databases to ensure smooth operation among government agencies, enabling the effective exploitation of digital resources and data.
