Minister Do Duc Duy appointed as Head of Secretariat for Just Energy Transition Partnership

Prime Minister Pham Minh Chinh has appointed Minister of Natural Resources and Environment Do Duc Duy as the Head of the Secretariat for the implementation of the Political Declaration establishing a Just Energy Transition Partnership (JETP Secretariat). This appointment, effective October 1, 2024, is outlined in Decision No. 1066/QD-TTg and replaces the previous head designated in Decision No. 845/QD-TTg dated July 14, 2024.

The JETP Secretariat serves as a working group assisting the Prime Minister, who also heads the National Steering Committee on climate change commitment realization (COP26 Steering Committee), in coordinating the implementation of the JETP Declaration between Viet Nam and its international partners. The Secretariat also collaborates with the International Partners Group to deploy the JETP.

Responsibilities of the JETP Secretariat:

- Develop and implement a resource mobilization plan aligned with the JETP Declaration for at least the next five years, with revisions as needed based on Vietnam's policy and investment requirements for achieving a just energy transition.

- Gather information, report to the Prime Minister on JETP implementation progress, and propose recommendations. This includes requesting information and coordination from relevant ministries, agencies, localities, and organizations. The Secretariat will also conduct periodic reviews of JETP targets and propose adjustments as necessary.

- Facilitate and monitor financial and technical support from the International Partners Group, the Glasgow Financial Alliance for Net Zero (GFANZ), and other partners.

- Expedite procedural matters for organizations and individuals proposing programs and projects under the JETP resource mobilization plan, and monitor the implementation of selected programs and projects.

- Coordinate with representatives of the International Partners Group on JETP implementation activities. Organize forums for dialogue and discussion between ministries, the International Partners Group, GFANZ, and other stakeholders.

- Conduct communication activities and disseminate information regarding the implementation of the JETP Declaration.

- Submit periodic and ad-hoc reports as requested by the Prime Minister and the COP26 Steering Committee.

The Secretariat will also undertake other relevant tasks assigned by the Prime Minister and the COP26 Steering Committee.

The Ministry of Natural Resources and Environment will act as the standing body of the Secretariat, providing personnel, resources, facilities, and working equipment.
