In the afternoon of April 27, in Ha Noi, the Disaster Management Authority in collaboration with the Asian Disaster Prevention and Control Center (ADPC) held a workshop on “capacity building system for decision-making support in disaster prevention at central level MOBILIZE”.
This is one of the contents of the technical assistance project "Strengthening the resilience of urban areas to extreme climates in Southeast Asia" (URCE) funded by the Norwegian Agency for Development Cooperation (NORAD). for the period 2021-2023 through the Asia Disaster Prevention Center.
The project belongs to the Regional Program, implemented in Myanmar and Vietnam. The seminar was held in the form of face-to-face and online with 2 provinces of Nam Dinh and Tien Giang.
The project's objective is to strengthen the resilience of urban communities to emerging extreme climate events, natural disasters and emergencies predicted for delta cities and coastal areas in Viet Nam.
By understanding current and future risks to build capacity for prevention, emergency management, risk reduction as well as providing risk management, learning mechanisms to manage risk sustainable in the future.
The current implementation of the MOBILIZE platform allows agencies to maintain a complete set of data, vulnerability data and hazard data (historical and simulated) for disaster-prone areas, said Professor Terrence Fernando, Director of THINKlab, School of Science, Technology and Environment, University of Salford.
In addition, MOBILIZE has the ability to access real-time data from many sources (sensors, satellites, community applications...), general information about the risk context of an area, unifying measures to reduce disaster risks, respond to possible disaster situations and develop disaster response plans, send early warning messages to relevant agencies and local communities, help agencies establish situational awareness so they can respond effectively.
