With funding from the European Union (EU) and the French Development Agency (AFD), the southern province of Cà Mau is implementing a coastal infrastructure project combined with natural solutions to protect the western coastline from the impacts of climate change and rising sea levels.
The project, which involves the construction of a seawall and anti-erosion embankments stretching from Cai Doi Vam to Bay Hap estuary, is being carried out during the 2024-2028 period with a total investment of nearly 32 million Euros. Of this, AFD is providing a concessional loan of 19.17 million Euros, while the EU is offering a non-refundable grant of 3.76 million Euros through the Water and Natural Resources Management Fund (WARM). The remaining amount is co-financed by the local government.
Seawall helping enhance climate resilience
In addition to constructing a 19 km-long seawall and an 11 km-long breakwater, the project aims to plant 2,000 hectares of coastal mangrove forests—creating a "green shield" to protect infrastructure, combat saltwater intrusion, and provide livelihood opportunities for the local community. The project also incorporates non-structural solutions, such as international technical assistance, an Integrated Coastal Zone Management (ICZM) strategy development, and a comprehensive management strategy for both the East and West coasts of Ca Mau. It focuses on diversifying livelihoods to reduce dependence on nearshore fishing while restoring mangrove ecosystems, preserving marine biodiversity, and safeguarding the environment.
Mr. Le Van Su, Vice Chairman of the Ca Mau Provincial People's Committee, stated that the project will not only enhance the region's resilience to natural disasters but also create new development opportunities for coastal areas, improve transportation connectivity, and promote urban and marine economic growth. This effort represents a key international collaboration between the EU, France, and Vietnam in response to climate change, showcasing an integrated development approach combining resilient infrastructure and natural solutions for long-term sustainability.
