Hoi An City (Quang Nam Province) has officially commenced the Coastal Erosion Prevention and Sustainable Protection Project, funded by the French Development Agency (AFD) and the European Union (EU), with a total investment of 42 million euros (over 982 billion VND).
The project comprises three key components. Component 1 focuses on infrastructure development along a 3.393-km stretch from the estuary near the Cù Lao Chàm pier northward to the northern boundary of the Victoria Hotel in Hội An. This phase includes the construction of 2,090 meters of submerged breakwaters to reduce wave impact, 1,490 meters of groynes to stabilize sediment, and beach nourishment through sand replenishment and restoration. Additionally, supporting facilities such as temporary docks and casting yards for structural components will be built to facilitate the project’s implementation.
Component 2 focuses on non-structural measures, including research and assessments to strengthen institutional mechanisms for integrated coastal basin management. It also involves the establishment of a centralized data center for coastal basin monitoring, enhancing automated water quality and environmental monitoring systems, and developing tools for tracking resource exploitation in river and coastal areas.

The project adopts a combined approach, integrating structural measures such as seawalls and groynes along a 3.3-km stretch from the estuary to the Victoria Resort with nature-based solutions like beach nourishment and restoration. To mitigate wave impact, a submerged breakwater system will be built 250 meters offshore, spanning over 2 km in a staggered layout. Notably, a sacrificial beach nourishment strategy will be implemented in the northern expansion area near An Bàng Beach, helping to restore sediment balance, maintain coastal stability, and reduce post-construction erosion risks.
At the groundbreaking ceremony, Ho Quang, Vice Chairman of the Quang Nam Provincial People’s Committee, emphasized that the Hoi An Coastal Erosion Prevention and Sustainable Protection Project is a key infrastructure initiative with significant importance for stabilizing Hội An’s shoreline. Once completed, it is expected to effectively mitigate coastal erosion, enhance public safety, and support economic activities. In particular, the project will boost tourism, create job opportunities, and strengthen the resilience of local communities against climate change impacts, contributing to the socioeconomic development of Hoi An and Quang Nam Province.
