On July 22, Acting Minister of Agriculture and Environment Tran Duc Thang chaired a meeting to accelerate the drafting and revising policy documents related to land and mineral resources. This is a critical step in addressing practical challenges, aligning with the two-tier local government model, and meeting the sustainable development needs of the country in a new era.

Photo: Khuong Trung.At the meeting, the Vietnam Department of Geology and Minerals presented a report on the progress of drafting a Government Resolution on special mechanisms and policies to remove obstacles in implementing the 2024 Law on Geology and Minerals. The department also presented a list of strategic and critical minerals for the 2025–2030 period, along with key contents of the draft amended Law on Geology and Minerals.
In addition, proposed amendments to the 2024 Land Law were discussed, focusing on resolving difficulties and inconsistencies in the law's implementation. Acting Minister Tran Duc Thang gave detailed instructions on key issues such as land users' rights; land-use planning and plans; compensation, support, and resettlement; land registration; and the issuance of land-use right certificates.
Regarding the requirement to improve land policy under the two-tier local government model, the Acting Minister requested all departments to align closely with the decentralized and delegated responsibilities outlined in Decree No. 151/2025/NĐ-CP to ensure consistency and feasibility in real-world application.
With the guiding principle of "transparent, enabling, decentralized, and cooperative policy," Acting Minister Tran Duc Than emphasized that central regulations must provide orientation and serve as the legal foundation for localities to implement socio-economic development tasks proactively. However, for policies to be effective in practice, the legal system must be stable, transparent, and easy to apply.

For unclear provisions, relevant agencies must urgently seek input from the Ministry of Justice and specialized bodies to ensure legal compliance and practical feasibility during enforcement.
Emphasizing that land and mineral resources are crucial areas, the Acting Minister noted that sound and transparent management would unlock significant development potential.
