Standing for election to the 16th National Assembly, Deputy Minister of Agriculture and Environment Phung Duc Tien announced four key action commitments should he be entrusted by voters to serve as a National Assembly deputy. The commitments focus on accountability to the people, institutional improvement, enhanced oversight, and strengthening the qualities and capacity of deputies.

Photo: Tien Thanh.First, Deputy Minister Phung Duc Tien pledged to fully and seriously fulfill the responsibilities of a National Assembly deputy in accordance with the law; maintain regular and close contact with voters; listen to, absorb, and faithfully and promptly convey the legitimate concerns and aspirations of the people to the National Assembly and competent authorities. According to him, a National Assembly deputy not only participates in deciding important national matters but must also serve as a reliable bridge between voters and the Party and the State, thereby contributing to consolidating and strengthening public trust in the political system.
His second commitment focuses on contributing to the development and improvement of the legal system, particularly in the fields of agriculture, rural development, and the environment. Drawing on his many years of experience in the sector, he stated that he would proactively review and propose amendments and supplements to mechanisms and policies to ensure coherence, feasibility, and practical relevance; promote ecological agriculture, modern rural development, and the emergence of a new generation of professional and forward-looking farmers. At the same time, he underscored the need to ensure harmony between economic growth objectives and environmental protection, climate change adaptation, and the achievement of sustainable development goals.
In his third commitment, Mr. Phung Duc Tien emphasized the supervisory responsibility of a National Assembly deputy over the implementation of laws and policies. The focus, he noted, would be on overseeing programs, projects, and policies that have a direct impact on people’s livelihoods, particularly in rural, remote, and disadvantaged areas. Through oversight activities, he aims to promptly identify bottlenecks, shortcomings, and overlaps in mechanisms and policies, and propose appropriate adjustments and improvements, thereby enhancing the effectiveness and efficiency of state management and ensuring that policies are effectively translated into practice.
His fourth commitment is to continuously cultivate moral integrity and political steadfastness, while enhancing professional expertise and parliamentary skills. He affirmed that he would uphold a strong sense of responsibility, dedication, objectivity, and fairness in all activities; proactively conduct research, update knowledge, and refine skills to meet the increasingly high standards expected of National Assembly deputies in the new context.
The announcement of these four commitments reflects the candidate’s determination to contribute actively to the building and совершенment of a socialist rule-of-law state; promote sustainable agricultural and rural development, environmental protection, and improved living standards for the people. He affirmed that, if entrusted by voters, he would make every effort to fulfill these commitments fully and responsibly, living up to the confidence placed in him by the electorate.
Deputy Minister Phung Duc Tien was born on October 24, 1964, and is from Bac Ninh Province; he is of Kinh ethnicity. Rising from a background in scientific research, he previously served as a researcher, then Deputy Director and Director of the Thuy Phuong Poultry Research Center (National Institute of Animal Sciences, Ministry of Agriculture and Rural Development), and later as Deputy Director General of the National Institute of Animal Sciences.
He was a member of the 13th and 14th National Assemblies, and served as a Standing Member and then Vice Chairman of the National Assembly’s Committee on Science, Technology and Environment during the 13th tenure.
From November 2018 to February 2025, he served as Deputy Minister of Agriculture and Rural Development. Since March 2025, he has been serving as Deputy Minister of Agriculture and Environment.
