Delegating 9 livestock and veterinary procedures to provincial authorities

The Ministry of Agriculture and Environment has issued Decision No. 1829/QĐ-BNNMT, transferring authority over 9 livestock and veterinary administrative procedures to chairpersons of provincial-level People’s Committees.

Under the Decision, the revised administrative procedures mainly focus on the management of animal breeds, veterinary medicines, and the quarantine of animals and animal products. These include procedures for approving the international exchange of livestock genetic resources listed as prohibited from export for scientific research, exhibitions, and advertising purposes; approving the international exchange of rare and precious Vietnamese livestock genetic resources with third parties; issuing Good Manufacturing Practice (GMP) certificates for veterinary drug production facilities; extending GMP certificates; and reissuing GMP certificates in cases of errors or changes to information related to the registered organization.

The Decision also includes procedures for quarantining and transporting aquatic animal disease samples. These cover quarantine certificates for exported aquatic animals and animal products carried by passengers or sent by post, permits and registrations for transporting aquatic disease samples, as well as quarantine registration and certification for terrestrial animals and animal products taking part in fairs, exhibitions, sports competitions, and artistic performances.

According to the Decision, authority for handling all of these procedures will be transferred from the Ministry of Agriculture and Environment to provincial-level People’s Committee Chairpersons. The decentralization is expected to shorten processing times, enhance local authorities’ proactiveness, and reduce the workload for central agencies.

Decision No. 1829/QĐ-BNNMT will take effect from July 1, 2026 until February 28, 2027. At the same time, several decisions issued in January 2026 - including Decisions No. 277/QĐ-BNNMT, 222/QĐ-BNNMT, 106/QĐ-BNNMT, and 318/QĐ-BNNMT - will be repealed to ensure consistency in the administrative procedure system for the livestock and veterinary sectors.

The administrative procedures announced under Decision No. 1829/QĐ-BNNMT are in line with Government Resolution No. 66.19/2026/NQ-CP on reducing, decentralizing, and simplifying administrative procedures and business conditions within the management scope of the Ministry of Agriculture and Environment.
