Four orientations for development of the agriculture and environment sector to 2030

On the afternoon of October 29, during the National Assembly's discussion session on the assessment of the results of the implementation of the 2025 socio-economic development plan and the planned plan for 2026, Minister Tran Duc Thang affirmed that the Agriculture and Environment sector is determined to achieve the goal of green and sustainable development, laying the foundation for double-digit growth in the 2026-2030 period.

Looking ahead, Minister Tran Duc Thang said the 2026–2030 period will be a pivotal period for the agricultural and environmental sectors to “firmly enter a new era of development”, working with the whole country to achieve the double-digit growth target, towards green and sustainable development.

The industry has set 18 specific targets by 2030, of which the growth target of 3.5-4%/year is one of the important focuses.

To achieve the above goal, the Minister said that the Ministry of Agriculture and Environment has chaired and advised the Government to submit to the National Assembly four important tasks at this session:

Firstly, the Law amends and supplements 15 laws in the fields of agriculture and environment, focusing on three groups of issues: building policies suitable for the two-level local government model; Continuing to reform and reduce administrative procedures and business investment conditions; Removing bottlenecks to create momentum for strong development from 2026.

Second, amend and supplement the Law on Geology and Minerals to exploit and use resources effectively, contributing to the country's economic development.

Third, build a National Assembly Resolution on removing difficulties and obstacles in implementing the 2024 Land Law. When passed, along with the completion of the land database by 2026, land will truly become an important resource for sustainable development.

Fourth, the Ministry of Agriculture and Environment presents the National Target Program integrating three major programs: new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas.

Minister Tran Duc Thang emphasized that if these policies are approved by the National Assembly, "the issues that delegates raised in the discussion from environment, land, minerals, natural disaster prevention, water resources to marine economic development will be fundamentally resolved, creating a solid foundation for national development in the coming period."
