MAE calls for proposals to develop strategic tech

The MAE has called on local authorities and businesses to submit lists of strategic technologies and products by March 30.

On March 22, the Ministry issued Official Dispatch No. 2643/BNNMT-KHCN, signed by Standing Deputy Minister Trinh Viet Hung, addressed to chairpersons of provincial and municipal People’s Committees, heads of affiliated units, as well as corporations, enterprises, associations, experts, and scientists. The document calls for proposals of strategic technologies and products in the agriculture and environment sectors.

According to the Ministry, this initiative implements directives from Party General Secretary To Lam, head of the Central Steering Committee for science and technology development, innovation, and digital transformation, as outlined at the committee’s thematic session on strategic technologies (Notice No. 22-TB/CQTTBCĐ dated March 20, 2026), along with Official Dispatch No. 1104-CV/VPTW dated March 19, 2026 from the Party Central Office.

The Ministry requested that relevant stakeholders carefully study key policy documents, including Notice No. 22-TB/CQTTBCĐ, Official Dispatch No. 1104-CV/VPTW, and Decision No. 1131/QĐ-TTg dated June 12, 2025 by the Prime Minister on the list of strategic technologies and products.

Submissions must be sent to the Ministry of Agriculture and Environment by March 30, 2026, along with a soft copy (.docx) via email to vukhcn@mae.gov.vn.

Based on these, proposals should align with local socio-economic development strategies, planning frameworks, and long-term visions - particularly in agriculture, rural development, natural resource management, and environmental protection.

Strategic technologies and products must meet three core criteria outlined in Notice No. 22, while supporting rapid and sustainable development of the agriculture and environment sectors. This includes advancing circular, green, and low-emission models; improving productivity and quality; ensuring safety; protecting the environment; reducing costs; and enhancing competitiveness.

The Ministry emphasized the need to identify focused and prioritized technologies, clearly defining objectives for each proposed technology and product. Priority will be given to technologies capable of quickly forming integrated chains linking technology, products, and markets, and where domestic capacity for mastery is feasible.

In the immediate term, proposals should focus on key areas such as agriculture, forestry, and fisheries; harvesting, preservation, and processing; production protection; disaster and disease forecasting, warning, and response; and environmental protection.

Each proposal should clearly outline objectives, targets, and expected outputs, as well as its ability to address major challenges and bottlenecks. Proposals should also reference relevant contents from Decision No. 3410/QD-BNNMT (August 25, 2025) and Decision No. 287/QD-BNNMT (January 23, 2026).

Proposals are required to assess opportunities, challenges, and competitiveness in both domestic and international markets, with particular attention to import substitution and export potential. They should also specify requirements for testing, evaluation, and pilot infrastructure, as well as needs related to data, standards, regulations, and intellectual property.

Forecasting impacts and evaluating socio-economic efficiency will serve as key criteria for prioritization, support mechanisms, and implementation approaches. Proposals must also clarify the roles of lead and coordinating agencies, highlighting the central role of enterprises, identify end users, and suggest mechanisms for nationwide monitoring and evaluation.

To ensure timely consolidation and reporting to the Central Steering Committee and the Ministry of Science and Technology, the Ministry has requested provincial leaders to direct relevant departments to urgently prepare and submit proposals.

Specialized departments are tasked with coordinating with relevant units and businesses to develop proposals within their areas of responsibility. Corporations, enterprises, associations, experts, and scientists are also encouraged to proactively submit proposals based on their capabilities and development needs.

Viet Nam is accelerating efforts to identify and prioritize strategic technologies as part of its broader push to transform growth models and enhance competitiveness in agriculture and environmental management.

Under Decision No. 1131/QĐ-TTg (2025), the government outlined a national framework for strategic technologies and products, focusing on areas with high spillover effects, strong market potential, and capacity for domestic mastery.

In the agriculture and environment sectors, priority areas include:

- Advanced breeding and biotechnology

- Smart and precision agriculture

- Post-harvest preservation and processing

- Environmental monitoring and treatment technologies

- Disaster forecasting and climate adaptation solutions

The initiative is closely linked to Vietnam’s commitments to green growth, net-zero emissions by 2050, and the development of a circular economy.

It also reflects a policy shift toward enterprise-led innovation, where businesses play a central role in commercializing technologies and scaling solutions, supported by research institutions and government frameworks.

The current call for proposals is expected to help identify practical, high-impact technologies that can address long-standing bottlenecks, reduce import dependence, and position Vietnam more competitively in global value chains.
