MAE joins Government negotiation delegation on economic and trade affairs

The delegation is tasked with helping develop strategies, conduct negotiations, and implement Viet Nam’s international economic and trade commitments.

On May 18, 2026, Deputy Prime Minister Pham Gia Tuc signed Decision No. 883/QĐ-TTg establishing the Government negotiation delegation on international economic and trade affairs.

Under the decision, the Minister of Industry and Trade serves as head of the delegation.

The deputy heads include the Deputy Ministers of Industry and Trade, Finance, and Foreign Affairs, each overseeing areas related to their ministry’s responsibilities.

The delegation also includes a Deputy Minister of Agriculture and Environment, along with leaders from the ministries of Science and Technology, Justice, Culture, Sports and Tourism, Public Security, Health, and Home Affairs; representatives of the State Bank of Viet Nam; and officials in charge of international trade under the Ministry of Industry and Trade, in order to support standing operations and professional coordination throughout the negotiation process.

The Government negotiation delegation is tasked with advising the Prime Minister on policies, strategies, plans, and approaches for negotiating international economic and trade agreements, as well as proposing objectives, roadmaps, and negotiation methods aligned with national interests and socio-economic development goals.

The delegation will lead and coordinate with ministries and agencies in preparing and conducting negotiations, addressing emerging issues, and implementing Viet Nam’s rights and obligations under international economic and trade frameworks such as the World Trade Organization, Asia-Pacific Economic Cooperation, Asia-Europe Meeting, Association of Southeast Asian Nations, and bilateral and multilateral free trade agreements (FTAs).

In addition, the delegation will organize consultations with the business community and relevant stakeholders to assess impacts, opportunities, and challenges, and to formulate negotiation plans that safeguard Viet Nam’s economic and trade interests.

The delegation will also coordinate efforts to monitor international commitments, propose solutions to address obstacles, and provide guidance for ministries, agencies, and businesses in implementing economic and trade commitments.

Technical negotiation groups under the Government negotiation delegation will be established based on the requirements of each international trade agreement or arrangement. The groups will include technical-level officials from relevant ministries and agencies, and may consult outside experts when necessary.

Ministries and agencies are responsible for appointing representatives who are experienced negotiators with in-depth expertise in their respective fields, in order to ensure the quality, effectiveness, and consistency of the negotiation process.

In special cases, the Prime Minister may decide to establish separate negotiation delegations to handle strategic or urgent issues related to national interests. The composition, head, and operating regulations of such delegations shall be decided by the Prime Minister.
