The 14th National Party Congress enters the first working day on January 19 in Hanoi with the participation of 1,586 delegates, orienting the country’s development in the new phase.

On January 19, at the National Convention Center in Hanoi, the 14th National Congress of the Communist Party of Viet Nam formally commenced its first working day. This is a political event of special importance for the Party and the State of Viet Nam, carrying strategic significance in shaping the country’s development in the new period.

The 14th Party Congress is held from January 19 to 25, 2026, with 1,586 delegates representing more than 5.6 million Party members nationwide. The Congress is organized under the motto “Solidarity - Democracy - Discipline - Breakthrough - Development”, reflecting the consistent spirit guiding leadership, direction, and the implementation of key political tasks in the upcoming term.

In recent days, Hanoi has been adorned with flags, banners, posters, and slogans welcoming the 14th Party Congress. From the city center to gateway routes, a solemn and upbeat atmosphere has spread across the capital. Functional agencies have carefully prepared plans to ensure political security, social order and safety, and environmental sanitation.

Along the main roads leading to the National Convention Center, LED screens and electronic billboards continuously display slogans such as: “All for the goal of a prosperous people, a strong country, democracy, equality, and civilization”; “Proud and confident under the Party's glorious flag, determined to build a prosperous, powerful, and civilized Vietnam”; and “Seizing opportunities, overcoming challenges, determined to build a prosperous and happy Vietnam.” Banners and slogans celebrating the 14th Party Congress have been prominently displayed across the capital’s main thoroughfares.

According to Politburo member and Permanent Member of the Party Central Committee’s Secretariat Tran Cam Tu, Head of the Subcommittee for Organizing and Serving the 14th Party Congress, the Congress is held under the theme: “Under the glorious flag of the Party, uniting and joining efforts to successfully realize the goals of national development to 2030; strengthening self-reliance and confidence, advancing strongly in the era of national rise, for peace, independence, democracy, prosperity, affluence, civilization, happiness, and steady progress toward socialism.”

The 14th Party Congress will welcome former members of the Politburo, former members of the Secretariat, and former members of the Party Central Committee; Vietnamese Heroic Mothers; and representatives of intellectuals, artists, religious dignitaries, and outstanding youth from across the country. Viet Nam has also officially notified political parties and invited diplomatic delegations to attend the opening and closing sessions of the Congress, demonstrating its appreciation for the goodwill and support of international friends.

At the Congress, delegates will discuss, provide opinions on, and adopt several particularly important documents with long-term orientation for the country’s development. These include: the Political Report of the 13th Party Central Committee; the Report summarizing a number of theoretical and practical issues of the socialist-oriented renewal process over the past 40 years in Viet Nam; the Report reviewing 15 years of implementation of the Party Charter (2011–2025) and proposing orientations for its supplementation and revision; and the Report reviewing the leadership and direction of the 13th Party Central Committee.

Regarding preparations for personnel of the 14th Party Central Committee, Permanent Member of the Secretariat Tran Cam Tu said that personnel work has been carried out in strict accordance with Party regulations and the principle of democratic centralism, ensuring it is “synchronized, scientific, systematic, rigorous, democratic, objective, transparent, and fully promotes democracy and collective wisdom.” The process ensures harmony between standards and structure; between inheritance, stability, and renewal and development; between professional training and practical capacity; and between prestige, experience, and development potential. In particular, emphasis is placed on integrity and quality, taking work performance, effectiveness, and dedication as key measures in evaluating, arranging, and utilizing cadres.

Sharing views on new and breakthrough orientations in the draft documents submitted to the 14th Party Congress, Politburo member and Standing Member of the Documents Subcommittee Nguyen Van Nen said that the three strategic breakthroughs identified in the drafts are all highly important and closely interconnected, and have been concretized in the Action Program with clear solutions.

Accordingly, the first breakthrough is a strong breakthrough in institutions to complete a framework for rapid and sustainable development; ensuring a transparent and fair legal environment that encourages innovation; unlocking, mobilizing, and effectively utilizing all resources; promoting decentralization and delegation of authority between the central and local levels; and advancing science, technology, innovation, and digital transformation to serve and create development.

The second breakthrough focuses on renewing and improving the quality of education and training; implementing policies to attract and reward talent; developing high-quality human resources, especially in science and technology, to meet the requirements of digital transformation and the Fourth Industrial Revolution; and building a contingent of leaders and managers at all levels, particularly at the strategic and grassroots levels, who are truly exemplary and possess advanced governance thinking and capacity.

The third breakthrough is investment in the development of synchronized and modern infrastructure, especially digital infrastructure and strategic transport infrastructure; infrastructure serving digital transformation, green transition, energy transition, and climate change adaptation, thereby creating conditions for effective connectivity and spillover of development.

According to Standing Member of the Documents Subcommittee Nguyen Van Nen, institutions are the “key that opens the way,” human resources are the “endogenous driving force,” and infrastructure is the “foundation” for development. These three factors need to be implemented in a synchronized and flexible manner, with appropriate prioritization in each stage of national construction and development.
