On the sidelines of the 64th Sessions of the Subsidiary Bodies of the United Nations Framework Convention on Climate Change (SB64), held in Germany from June 8-18, the Vietnamese delegation conducted a series of technical exchanges with representatives of participating Parties.

Photo: Chu Huong.During a meeting with the New Zealand delegation, both sides reviewed the implementation of the bilateral Climate Change Cooperation Arrangement and discussed cooperation priorities for 2026-2027. New Zealand has supported Vietnamese representatives in attending adaptation-related conferences and organized study visits to New Zealand.
The New Zealand delegation also expressed interest in Viet Nam’s carbon market development and affirmed its willingness to continue supporting the country’s climate action efforts. Notably, New Zealand is collaborating with the Ministry of Agriculture and Environment on a project to develop and scale up the application of an MRV (Measurement, Reporting and Verification) toolkit for the livestock sector in Viet Nam.

Photo: Chu Huong.The Vietnamese delegation also met with the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) to discuss plans for organizing methane inventory training courses in Viet Nam for the waste and agriculture sectors. The UNFCCC Secretariat is currently developing a support program for Southeast Asian countries to implement the Enhanced Transparency Framework (ETF) and is expected to send experts to assist Viet Nam in conducting training activities in 2027.
The Enhanced Transparency Framework, established under Article 13 of the Paris Agreement, serves as a cornerstone of the global climate regime. It is designed to build mutual trust and promote effective implementation of the Paris Agreement by tracking progress toward nationally determined contributions (NDCs). The Global Environment Facility (GEF), through the United Nations Development Programme (UNDP), is supporting Viet Nam in implementing the first phase of the Capacity-Building Initiative for Transparency (CBIT). The project aims to strengthen institutional and technical capacities to meet ETF requirements and will develop an online platform to monitor NDC implementation progress.

The NDCP expressed its readiness to connect Viet Nam with development partners and provide support tailored to the country’s climate action needs.
