The agriculture and environment sector is the backbone of Vietnam’s economy. Vietnam has emerged as a major global agricultural exporter from a country once grappled for domestic needs, reaching over USD 62 billion in export value by 2024. This progress has significantly contributed to social welfare and environmental sustainability — with science, technology, and innovation playing a pivotal role in these achievements.

To date, science, technology, innovation, and digital transformation have permeated all areas of the Agri-Env sector, including crop cultivation, livestock, fisheries, forestry, irrigation, disaster prevention, meteorology and hydrology, climate change, minerals, environment, land, cartography, and remote sensing.

To address bottlenecks and comprehensively boost scientific and technological development, the Ministry of Agriculture and Environment has formulated a plan to implement key Politburo, National Assembly, and Government Resolutions on breakthroughs in science and technology, innovation, and national digital transformation.

Minister Do Duc Duy announced that the Ministry will focus on five core breakthrough solutions in the coming time:

First, removing institutional and policy bottlenecks. Accelerating administrative reforms and create the most favorable environment for the development of science, technology, and innovation across the sector, encompassing both the public and private spheres.

Second, restructuring and streamlining scientific organizations. Reorganizing and improving the efficiency of science and technology institutions under the Ministry; implement competitive bidding or commissioning of research topics and projects based on the practical needs of the sector.

Third, prioritizing key research areas. Selecting and implementing high-priority topics and projects, with particular emphasis on biotechnology and genetic technology to create breakthroughs in agriculture and environmental protection.

Fourth, developing human resources for science and technology. Establishing mechanisms to incentivize, attract, and promote science and technology talents both inside and outside the Ministry. This includes mobilizing domestic and international experts and scientists and leveraging talent from the private sector, enterprises, and cooperatives.

Fifth, comprehensive digital transformation. Promoting digitalization across all fields, from policy formulation and administrative management to operational guidance, laying the groundwork for production development toward green and sustainable growth.

These initiatives are expected to trigger a comprehensive breakthrough, enhance the science and technology capacity of Vietnam’s agriculture and environment sector, and contribute to achieving the country’s sustainable socio-economic development goals.
